Johnson Creek appointments are confirmed by village board



JOHNSON CREEK - Annual appointments and designations topped the list of business items at the village of Johnson Creek annual board meeting Tuesday evening. The board spent approximately 30 minutes reviewing prior information and updating yearly information.

Prior to addressing action items on the agenda, the board was presented with its third consecutive Tree USA Award by Jeff Roe, urban forestry coordinator for the Wisconsin Department of Natural Resources. Accepting the award for the village were Steve Meloy, village President Vicki Zick and village Trustee Jeff Constable.

The board voted 6-1 in favor of accepting the village board appointments as selected by Zick. Trustee Robert Kasper voted against the motion. Prior to the vote Kasper expressed disappointment in the fact that Zick had not placed Trustee Fred Albertz on more committees where he could be of more service. All meeting dates and times for boards, committee and commission meetings will continue as scheduled.

The plan commission will consist of Chairwoman Zick, Lyle “Spike” Klockow, Todd Schneider, Holly Schmidt, David Blend, Meloy and Mark Lemminger. Serving on the Community Development Authority will be Chairwoman Zick, Vice Chairman Klockow, Clerk-Treasurer Lemminger, Secretary Andrea Breen, James Best, Meloy, Jim Braunschweig and Executive Director Paul Moderacki.

Members of the Board of Review will include President Zick, Personnel Chairman Best, Thelma Thomas, Gary Gavin and Meloy. The Zoning Board of Appeals will be made up of Chairman Terry Huth, Breen, Steve Brown, Braunschweig, Chris Nizzi and Constable. Serving on the Library Board will be Les Gray, Charissa Sloviak, Kasper, Charles Schick and Vicki Sukow.

The Police, Fire and EMS Commission will include Scott T. Clemence, Doug Orcutt, Tom O'Neil, Steve Brown and Gregg Schopp. Dianne Trimborn, Thelma Thomas, Cindie Maegli, Laurie Adams, Ruth Jackson, Betty Stout, Carol Boettcher, Isabel Mead, Audrey Remmei and Carol Wishowski will serve as election inspectors.

Village representative for the Jefferson County Economic Development Consortium will be Moderacki. Members of the Johnson Creek Community Fire Department Board will be Zick and Donald Smith. Representing the village board on the Johnson Creek Economic Development Committee will be Zick, Best, Klockow, Meloy, Braunschweig and Moderacki.

The Personnel and Finance Committee will consist of Ex Officio Zick, Chairman Best, Klockow, Constable, Kasper and Elmer Stout. Ex Officio Zick, Chairman Constable, Best, Klockow and Kasper will serve the Protection and Welfare Committee. Serving on the Improvement and Services Committee will be Ex Officio Zick, Chairman Klockow, Albertz, Best and Elmer Stout.

The Park and Recreation Committee will include Chairman Tom Kupsche, Best, Braunschweig, Richard Kaltenberg, Duane Pippenger, George Sabol, Jennifer Bixler and Samantha Garvey. There is one vacancy to be filled on the Park and Recreation Committee.

The Green Committee will remain “as is” until May, at which time adjustments will be made as needed. The Baseball Advisory Subcommittee and the Water Resources Ad-Hoc Task Force have both been abolished.

Members of the board unanimously agreed on Cramer, Multhauf and Hammes as village attorney, Kunkel Engineering as village engineer, Vandewalle and Associates as village planner and Siepert and Company as village auditor.

The designated newspaper for legal notices will be the Watertown Daily Times. Locations for official notices will include the village hall, the library, Premier Bank, Badger Bank and the Johnson Creek Post Office.

Resolution 14-08 authorizing signatures on disbursements and Resolution 15-08 designating official public depositories were passed unanimously with no discussion. Official public depositories for the village will include Premier Bank, Badger Bank and Local Government Investment Pooled Fund, administered by the office of the state treasurer.

The board also unanimously readopted the Elected and Appointed Officials Manual and reconfirmed the Internal Controls Policy, both without discussion. The League of Wisconsin Municipalities 2008 New Municipal Officials Workshop will be available to board members wishing to attend on May 9.

The board adjourned to closed session “to confer with legal counsel concerning strategy to be adopted with respect to potential litigation regarding the water resources contract and to discuss River Creek Center property tax delinquencies, potential land contracts within TIF #2 and TIF #3 districts and to reserve the right to reconvene into open session.”

The board reconvened into open session at approximately 7 p.m. However, no action was taken on any of the items discussed in closed session.
